On January 1, 2012, HB 3316 will take affect and require Qualification Based Selection (QBS) for the procurement of engineers, architects, land surveyors, photogrammetrists, and transportation planners. This will be a change for many of your members as QBS was previously only required when certain thresholds were met. Now, HB 3316 requires QBS for all projects in Oregon.
WHEN & WHERE
On Tuesday, January 24 at the Wilsonville Holiday Inn, an educational forum will be held for local government procurement officials. All members of your staff involved in the procurement of design professionals should consider attending to learn about the new law and how to use QBS to ensure the best projects possible. The forum will be a half day and begin in the morning.
